Jim Kenney: Release the Block Captain List!


Imagine if Philly held thousands of elections for hyper-local seats like committeepeople or board of elections, but then refused to let anybody know who won.

This is exactly the problem with Philadelphia's block captain program. 

While they aren't on the ballot on Election Day, block captains are elected by their neighbors (via petition) to coordinate block clean-ups, and sometimes other activities and initiatives depending on how active they want to be.

If you have a really motivated self-starter for a block captain, chances are you know who this person is. But if you don't, then you're totally out of luck because the Streets Department refuses to release the list of block captains.

That needs to change.

Sign the petition to tell Jim Kenney to stop frustrating local community organizing, and release the block captain list to local civics.

    We should be able to know who represents our blocks as Block Captains, so we can work together on issues. Maybe that’s why we don’t hear from them because they need assistance.

    We have a woman on our block

    who claims to be the block captain.

    She solicits bribes on a regular basis

    Saying she is a agent of the city.

    She’s not listed any where but needs to be. Release the list.

    The 6600 Ross, 100 block if Sharpnack is horrible. Drug dealers are taking over, shootings is happening more and more. Warm weather bring them out. Police drive. and look the other way

    Here is why releasing the list of block captains does not matter. I am one of those block captains that you think the city should know about but what you don’t know about are the residents on my block who refuse to come out for Block cleanups, to properly put their trash out, and clean up in front of their homes regularly. The problem that we have is that the block captains are not law enforcement and no matter how many times you ask people to do things the correct way, because they know that there are no consequences that can come from the Block captain, they refuse to do things the right way. Calling the police does not help because we can barely get the police to come out for situations that warrant a police presence/response. What I want is a code enforcement officer to start handing out these $300 litter tickets and also go after these homeowners who don’t make sure that their properties are properly maintained and cleaned up on the outside. So you see you can get the list and you can find out who the block captains are but if you’re on the Block with people who do not want to be involved the list serves you absolutely no purpose
